Singapore’s Silver Support Scheme remains an important source of retirement help for older citizens in 2026. The scheme provides quarterly payments to seniors who had lower earnings during their working years and have fewer resources to support themselves after retirement.
The latest government information confirms that the household income limit was raised in 2025, while quarterly payments increased by 20%. In a parliamentary reply on 24 February 2026, the Ministry of Manpower also shared details about seniors who did not qualify for the scheme.
However, the benefit is not given to every Singaporean aged 65 and above. The Government checks a person’s CPF contribution history, household income, housing type and property ownership before deciding eligibility.
Silver Support Scheme 2026: What Is the Latest Update?
The Silver Support Scheme was introduced in 2016 to provide extra retirement income to older Singapore citizens with limited financial resources. One important change took effect in 2025. The household income limit increased from S$1,800 to S$2,300 per person per month, and quarterly payments went up by 20%.
In its February 2026 parliamentary reply, the Ministry of Manpower reported that around 290,000 seniors aged 65 and above benefit from the scheme. It also explained that around one in ten seniors who were not eligible in 2026 failed the household income test alone.
This shows that household income remains an important part of the eligibility check. A person may meet the age and CPF conditions but still fail to qualify because of the income of people living in the same household.
Who Can Qualify for Silver Support in 2026?
The scheme is intended for Singapore citizens aged 65 and above who meet the Government’s financial and housing conditions. Eligibility is assessed automatically, so seniors do not need to submit a separate application.
The main requirements include:
- Age and citizenship: Applicants must be Singapore citizens aged 65 or older.
- CPF contributions: Their total CPF contributions by age 55 must not exceed S$140,000.
- Self-employed workers: Their average annual net trade income between ages 45 and 54 must not exceed S$27,600.
- Household income: Monthly household income per person must be S$2,300 or less.
- Housing: They must live in a one- to five-room HDB flat.
- Property ownership: They and their spouses must not own a five-room or larger HDB flat, private property or multiple properties.
The CPF contribution test includes amounts withdrawn for housing, education and investments. Therefore, the assessment is not based only on the money currently available in a CPF account. Meeting one or two conditions does not guarantee payment. All relevant eligibility requirements must be satisfied.
Silver Support Scheme 2026 Payment Amounts
The amount received depends on the type of HDB flat in which the senior lives and the monthly household income per person. Eligible seniors in lower-income households receive higher quarterly payments.
The published payment rates are:
| HDB flat type | Household income up to S$1,500 per person | Household income above S$1,500 up to S$2,300 |
|---|---|---|
| 1- or 2-room | S$1,080 | S$540 |
| 3-room | S$860 | S$430 |
| 4-room | S$650 | S$325 |
| 5-room | S$430 | S$215 |
These amounts are paid every three months, not every month. The recipient must also meet the scheme’s other eligibility conditions. For example, an eligible senior living in a one- or two-room HDB flat with household income of S$1,500 or less per person can receive S$1,080 per quarter. Someone in a four-room flat with the same income level can receive S$650 per quarter.
Seniors aged 65 and above who receive ComCare Long-Term Assistance receive S$430 per quarter, regardless of their flat type and household income.
When Are Silver Support Payments Made?
Silver Support payments are made four times a year. The payment schedule is linked to the quarter for which the benefit is due.
The official schedule is:
- January to March: Payment by 31 December of the previous year.
- April to June: Payment by 31 March.
- July to September: Payment by 30 June.
- October to December: Payment by 30 September.
For the October to December 2026 quarter, the scheduled payment date was 30 September 2026. Eligible seniors who need to confirm their payment should check their bank account or official benefit information.
People who qualify are notified in December about their eligibility for the following year. Payments begin in the quarter in which they turn 65.
How Will Seniors Receive Their Payments?
The Government provides different ways to deliver Silver Support payments, depending on the recipient’s existing payment arrangements.
- PayNow-NRIC: Payment goes to the bank account linked to the recipient’s NRIC through PayNow.
- Registered bank account: If there is no PayNow-NRIC link, payment can go to a bank account registered with the Government.
- GovCash: Recipients without either arrangement receive their payment through GovCash.
Since eligibility is assessed automatically, seniors do not need to apply separately. They should keep their payment details up to date and check official notices for information about their benefit.
How to Check Silver Support Eligibility
Seniors can visit the official CPF Board Silver Support page for eligibility conditions and payment information.
The Ministry of Manpower website also provides information about the scheme and its rules.
If a senior believes their circumstances have not been properly considered, they can write to the CPF Board to request a review. Each case is considered individually.
